RewriteRule ^threads/cats/([0-9]+)$ /forum/cats.php?id=$1

嘗試用/前綴，並添加一個?只是櫃面這是沒有必要的。

RewriteRule ^/?threads/cats/([0-9]+)$ /forum/cats.php?id=$1
